She helps agencies connect licensing to the services residents actually value, like getting lost pets home and keeping communities and dog parks safe.
Julie is known for turning complex programs into clear, workable plans. She brings a balanced, humane approach to compliance, one that leads with benefits, uses enforcement wisely, and turns everyday transactions into lasting support for animal services.
